A transcript qualifies for an apostille the same way a diploma does: through a notarized certification. The cleanest chain starts with an official transcript — registrar-signed, usually in the sealed envelope — plus a notarized certifying statement, which we complete in-house as commissioned notaries. Then the state adds the apostille to the notarization.
